unfortuntely blurred images are very tricky and can never be brought back to being how they should be, you can only impove them a bit.

you can use the unsharp mask foun din "filters" or another filter which is what i used in the attachment:

go to filter > other > high pass, choose a radius of 5.

no right click on the layer and go to blending options and select "soft light"

i added a little color to it

You know why I wanted to repair this image? My brother wants me to color it... thanks for saving me some work leo! now maybe I can do something useful for a change..

Anyway, the problem with the image is its been resized. I think the original was ID card size.. so its blurred now..

If anyone cares, the person in the picture is Rashid Minhas. He is the only recipient of the Nishan-e-Haidar from the Air force. The Nishan-e-Haidar is the highest military honor for martyrs.

* I'm sure none of you wanted to know that..
